Abstract Purpose: Government initiative has been a critical component of the Singapore's success. Although observers have frequently praised Singapore for its free market policies, they have often neglected the government's importance and wide-ranging economic roles, extending from its extensive institutional networks and regulatory activities, to its active involvement in production through the plethora of state corporations that it has created. The success of the government has, however, been heavily dependent on foreign capital inflow. Thus this paper examines FDI inflow in Singapore and looks at what lessons could be learnt by Malaysia. Method: Data from Bank Negara and Economic Planning unit were used to critically examine the role of FDI and technical change in Malaysia. Result: While Singapore’s experience is undoubtedly a unique one because of its small size and strategic location as an entrepot for the Southeast Asia, however, its experience is relevant to Malaysia in at least three aspects. Firstly, the importance of the state as an architect of economic development. Secondly, the role of FDI for economic growth and development. Finally, it proves that a country can achieve rapid development as a net importer of FDI and become a major investor overseas.
