Abstract Purpose: Over the years, Sarawak has emerged as an obvious regional choice for foreign investors looking at expansion of their hi-tech operations. This has been made possible on the fact that Sarawak policy makers have marked out infrastructure development as the single most important for attracting FDI. Thus, this paper examines the role of the state, incentives, infrastructure and FDI in Sarawak. Method: Data from Bank Negara and Sarawak Economic Development unit were used to critically analyse the correlation between incentives and FDI. Result: Two important economic principles were noted. Firstly, a country’s comparative advantage is never static, but evolves with capital accumulation and technological change where, as labour becomes more expensive and capital is cheaper, producers use less labour and more capital by substituting capital for labour. Finally, the state has provided attractive incentives and this has spurred FDI inflow for capital-intensive industries.
